Requires FMC to seek comment on emergencies and to take appropriate action in determining and responding to emergencies
Requires FMC to study and develop best practices for on-terminal and near-terminal chassis pools
Requires a review of whether ocean common carriers discriminate against maritime transport of qualified hazardous materials by unreasonably denying vessel space accommodations, equipment, etc.
Requires the joint study to identify Federal and non-Federal land for cargo container storage due to port congestion'

Might be a time to remind you these were Rep's approved laws in place that were taken advantage of by global providers and then when the loopholes were discovered by good reporting were acted upon by both Dem & Rep lawmakers? The Bill was co sponsored by both a Dem & a Rep and initiated in Feb, acted upon by the House in March (where 42 Re's voted against but House majority of Dems passed it) then unanimously passed in the Senate. That's called good governance when a problem that is impacting the whole nation is recogized and addressed to resolve the problem.

A govt that steps in when there's demonstrable price gouging is what happened. I suppose if it were up to you the carriers would still be leaving the containers parked and price gouging to get them hauled out, meanwhile the bananas rot.
